Inspired by the confusion about EU defence policy in most European capitals, the premise of the study is simple: before discussing at Brussels-level what defence strategy the EU should adopt, member states should clarify what they expect individually from the EU Common Security and Defence Policy (CSDP). With the possible exception of the UK, it is quite difficult to grasp what member states really want from CSDP, so any debate over a possible European grand strategy would appear to be premature. This study inverts the usual analytical approach applied to the European strategic debate. Rather than initiating the enquiry from the perspective of common interests guiding CSDP, it analyses how seven prominent member states see CSDP as a tool to pursue their strict national interests. Five researchers thus took the opportunity to immerse themselves in the foreign policy worlds of Paris, London, Berlin, Rome, Warsaw, Stockholm and Madrid, looking at CSDP through national lenses – away from potentially distorting influence of the ‘Brussels-mentality’ or rhetoric. In brief, this book does not set out to analyse European defence policy as an end in itself or as a collective project, but rather as a vector of individual – indeed self-interested – visions for the member states studied. By following this rather more pragmatic path, the survey aims to identify the common denominators, misunderstandings and rigid deadlocks on the strategic debate around CSDP, with a view to enriching it.

"This book provides an alternative perspective on how social interest-groups form and interact to affect interventions. It combines historic, sociological and international relations perspectives in a framework through which to view the relevant socio-political dynamics in 'target societies'. At a time when American foreign policy seeks to redefine its objectives and its methods of intervention, the monolithic ideological assumptions of the state as the panacea to all social ailments, both as a format and a vehicle of norm delivery, seemingly dooms American foreign policy and European allies, to the repetition of old mistakes. In environments where interests and priorities are shaped on a highly localised basis, interventionist agendas often lack relevant meaning. The book focuses in particular on the contrast between the assumptions inherent in 'Western' interventionist strategies and social interest formation in Afghanistan, Somaliland, and Somalia. Based on extensive fieldwork, the book draws on available literature and on interviews with local population or international aid and development workers. The conclusion is that in the cases examined, the agency of local interest groups largely controls the outcome of external strategies. The most momentous change in American warfare over the past decade has taken place away from the battlefields of Afghanistan and Iraq, in the corners of the world where large armies can't go. This book tells the previously untold story of that shadow war : a campaign that has blurred the lines between soldiers and spies and lowered the bar for waging war across the globe. America has pursued its enemies with killer drones and special operations troops; trained privateers for assassination missions and used them to set up clandestine spying networks; and relied on mercurial dictators, untrustworthy foreign intelligence services, and proxy armies. The author tracks an astonishing cast of characters on the ground in the 'shadow' war, from the chain-smoking Pentagon official running an off-the-books spy operation to the CIA contractor imprisoned in Lahore after going off the leash. Understanding NATO in the 21st Century enhances existing strategic debates and clarifies thinking as to the direction and scope of NATO's potential evolution in the 21st century. The book seeks to identify the possible contours and trade-offs embedded within a potential third "Transatlantic Bargain" in the context of a U.S. strategic pivot in a "Pacific Century". To that end, it explores the internal adaptation of the Alliance, evaluates the assimilation of NATO's erstwhile adversaries, and provides a focus on NATO's operational future and insights into the new threats NATO faces and its responses.
